Our Structure

Legal Status

The Afghanistan Green Party is a non-profit association under French law           (loi 1901), declared on 10 April 2026 to the Préfecture de Police de Paris under the official name:

“PARTI VERT AFGHAN EN EXIL (Afghanistan Green Party)”

Its registered office is at: 27 boulevard Saint-Martin, 75003 Paris, France.

The French associative status grants the Party:

Statutory Bodies

The Party’s governance rests on four statutory bodies, hierarchical and complementary.

  • The General Assembly The General Assembly brings together all members of the Party. It is the sovereign body: it approves the statutes and their amendments, votes on the annual moral and financial report, elects the members of the Executive Board, and sets the major political orientations. It meets at least once a year in ordinary session.
  • The Executive Board The Executive Board ensures the political and administrative direction of the Party between General Assemblies. It is composed of a President, a Secretary General and a Treasurer. The Board is elected by the General Assembly. It implements the decisions taken by the Assembly, ensures the public representation of the Party, and conducts negotiations with institutional partners.
  • The Central Committee The Central Committee is a consultative and strategic body, intended to grow as the Party develops. It brings together, around the Executive Board, representatives of the diaspora chapters, thematic coordinators (climate, human rights, women, youth, culture), and advisers drawn from Afghan civil society. It prepares the strategic orientations submitted to the General Assembly.
  • The Diaspora Chapters The Party intends to establish territorial chapters in the principal countries hosting the Afghan diaspora: France (seat), Germany, the United Kingdom, the Netherlands, the United States, Canada, Australia, India, Iran. Each chapter carries the Party’s action in its territory and, in return, feeds into the elaboration of national positions.

Membership in the Party is open to any person who:

The Party makes no distinction of ethnicity, language, religion, gender, sexual orientation, social origin or administrative status. Membership is open to Afghans in exile and to their non-Afghan friends who wish to contribute to the project

  • Shares the Global Greens Charter;
  • Adheres to the statutes and orientations of the Party;
  • Commits to respecting the Party’s security and confidentiality protocol for members;
  • Is up to date with the annual membership fee.

Financial Transparency

In accordance with French law and with the ethical standards we impose on ourselves, the Party commits to:

  • Maintaining regular and audited accounts;
  • Publishing an annual financial report;
  • Refusing any donation of dubious origin, or from any entity whose values contradict those of the Party (authoritarian powers, extractive industries, belligerent organisations);
  • Strictly respecting French legal obligations regarding associative funding.

Institutional Roadmap

The Party intends, in the coming years, to:

  • Apply for membership of Global Greens (the worldwide federation of Greens) once internal stability has been established;
  • Establish formal partnerships with EELV (France), Bündnis 90 / Die Grünen (Germany), GroenLinks (Netherlands), and other European green parties engaged on Afghan issues;
  • Build bridges with the Asia-Pacific Greens Federation, the regional federation to which Afghanistan is geographically attached;
  • Evolve, in due course, into a fully-fledged political party when the situation in Afghanistan allows the return of pluralist political life on national soil.
